House Small Business Committee Poised to Move Long-Awaited Contracting Reform Vehicles

The week of Jan. 30 the House Small Business Committee will begin to roll out several major pieces of legislation to reform and modernize small business contracting.  AGC had the opportunity to provide input on many of the proposals that will be released over the next several weeks. The legislative package represents a total of seven free-standing bills and will cover the following areas:
  • Contract Bundling, Offices of Small and Disadvantaged Business Utilization, and Small Business Goals
  • Limitation on Subcontracting, Insourcing, and Compliance with Subcontracting Plans
  • Acquisition Planning and Procurement Center Representatives
  • Mentor -Protégé Programs
  • Size Standards
  • Women’s Procurement Program
  • Small Business Contract Fraud
The committee plans to introduce these bills within the next few weeks with committee hearings and markups February and March, respectively. AGC has been asked to testify on Feb. 9 before the committee on the challenges the industry is having with respect to small business contracting. AGC FAR Committee Chairman Dirk Haire will be testifying on behalf of the association. AGC will continue to engage with small business Congressional leaders and monitor the progress of the legislation.
