House Vote on Anti-Reverse Auctions and Design-Build Legislation Next Week The House Armed Services Committee recently included a number of AGC procurement reform priorities in a major Department of Defense bill – the National Defense Authorization Act.  The AGC priorities in the legislation include provisions that would help to:
AGC recently sent two letters opposing the possible use of a project labor agreement (PLA) mandate posted by the U.S. Army Corps of Engineers. The prospective PLA projects are at Joint Base Langley-Fort Eustis, Va. and Little Rock Air Force Base, Ark.
The chief executive officer of the Associated General Contractors of America, Stephen E. Sandherr, issued the following statement in response to the release of the final version of the joint House-Senate conference committee’s Water Resources Reform & Development Act: "The release of this water resources bill is yet another sign that investing in infrastructure is something members of both parties in both houses of Congress can and do support. On April 28, AGC joined with farm, labor inland waterway user organizations in sending the Senate Finance Committee a letter urging an increase in revenues for inland waterway construction projects.

$3 Billion Cut to MILCON; More of the Same for VA On April 9, the House Appropriations Committee approved the fiscal year 2015 funding bill for Military Construction (Milcon) and the U.S. Department of Veterans Affairs (VA). The bill roughly mirrors the president’s FY 2015 budget request for Milcon and VA construction accounts.

On April 8, President Obama took two executive actions that will impact federal contractors.  First, the president signed an executive order (EO) that will require federal contractors to allow their employees to discuss their earnings with one another. Second, the president signed a presidential memorandum (PM) instructing the U.S. Secretary of Labor to issue new regulations requiring federal contractors to submit to the Department of Labor (DOL) data on compensation paid  to their employees, including by sex and race.
